… non sono un indovino, ma come puoi vedere, quello che temevo si è rivelato giusto. Quella “triste storia” deve insegnarci:
– di non abbassare mai la guardia, sperando sempre che accada il meglio, preparandosi sempre al peggio
– che il governo necessita urgentemente di un “centro di recupero” da istituire nell’area
– che se abbiamo difficoltà con l’educazione di minori nel loro normale stato di disagio giovanile, non siamo certo in grado di gestire un “centro di recupero”. Abbiamo bisogno di personale specializzato pagato dal governo
– che il minore di 12 anni è una vittima di situazioni più grandi di lui
– che all’inizio nessuno si prende cura del suo disagio per prevenire il peggio
– che nessuno è in grado di farsi carico della sua riabilitazione, che non può certo passare da un’educazione violenta e imponente e che non rispetta la persona aiutandola nelle sue libere scelte.
Penso che, alla luce di quel triste episodio, sia il momento giusto per spingere le autorità governative a decidere di costruire un “centro di recupero” nell’area del villaggio di Obitu.
Ricordo quello che abbiamo sempre detto. Cipad mette a disposizione la sua terra e la sua collaborazione per l’apertura del “Centro di recupero” governativo presso il villaggio di Obitu.
Cipad richiede il rispetto delle seguenti condizioni preliminari, che possono chiaramente garantire i ruoli delle due istituzioni: quella di prevenzione (Villaggio Obbitu) e quella di cura (centro di recupero):
– Obbitu Village e Recovery Center devono essere fisicamente separati all’interno dei propri confini, anche se presenti nella stessa area e proprietà
– Il numero di minori ammessi al Centro Recupero deve essere compatibile con il numero di minori ammessi al Villaggio Obbitu; per evitare di mettere a rischio i rispettivi compiti istituzionali
Gli operatori del Centro Recupero, oltre a dover essere qualificati per i ruoli da ricoprire, dovranno sempre rispondere e rispettare le direttive del CIPAD – ong. indipendentemente dal rapporto di lavoro con il governo.

I remember what we always said. Cipad offers its land and its collaboration for the opening of the government “Recovery Center” in the village of Obitu.
Cipad requires compliance with the following preliminary conditions, which can clearly guarantee the roles of the two institutions: that of prevention (Villaggio Obbitu) and that of care (recovery center):
